Eligibility Requirements for Institutional Accreditation

Eligibility is a process whose aim is to screen institutions prior to a period of formal cooperation with the NBAQ that culminates in a site-visit evaluation by peer evaluators. Institutions must meet all the requirements listed below and provide relevant evidential documents.

Eligibility Requirements:

  1.  Licensure. If non-governmental, the institution must be licensed to operate as a post secondary educational institution that awards degrees.

  2.  Proper Governance. The institution has a bona fide governance structure. It has a governing body that appoints two academically qualified persons as president and deputy president (or the equivalence to these two posts) on a full-time basis; both president and deputy president have requisite administrative and executive authority.

  3.  General Frame of Reference. The institution has a vision, mission, goals, and values that are officially adopted by its governing board and are posted on its official website. Its General Frame of Reference is appropriate to a student-centered higher education institution and is consistent with its nature (academic, research-oriented, vocational, polytechnic).

  4.  Strategic Plan. The institution has a tenable strategic plan that is publicized. The plan charts and describes the institution’s developmental projects in regard to educational effectiveness, quality enhancement of student achievements, and improvement of institutional practices.

  5.  Financial Stability and Accountability. The institution has adequate financial resources that are well documented in terms of sources, available revenue, and expenditure. The institution undergoes a comprehensive financial audit by an external, experienced and professional bureau.

  6.  Degree-granting Status. The institution is operational and it offers one or more degree program(s) whose duration is at least 2 years (or four semesters). At least 75 percent of the student population is enrolled in degree programs. At least one batch of admitted students has successfully graduated from a degree program(s).

  7.  Admission Policies. The institution’s admission policies are clearly articulated and are congruent with its mission and goals; these policies align student aptitudes with admission into programs.

  8. Faculty. Faulty members have proper credentials and sufficient expertise. The size of the institution’s faculty is appropriate to the number of programs offered as well the number of 2 enrolled students. A significant percentage of faculty is appointed on a full-time basis. The institution has published and widely available bylaws on faculty’s responsibilities and rights.

  9.  General education. General Education component forms an integral part of all offered programs. The courses comprising General Education are diverse in subject matter; they target a range of clearly defined competencies and skills (both soft and hard); and they are compatible in rigor and depth to higher education levels.

  10.  Post-Secondary Level Programs. Programs offered are consistent with the institution’s General Frame of reference and they meet the internationally agreed-upon principles of admission, curricula, number of credits, duration, and graduation requirements. The detailed curricula of each offered program is available in print and electronic format.

  11.  Student Learning Outcomes. The institution has official documents that clearly align student leaning outcomes, competencies, and knowledge literacy with the curricula offered programs. The institution, moreover, has official documents about methods used systematically in assessing students leaning outcomes.

  12.  Human resources. The institution has human resources with sufficient and appropriate qualifications to provide administrative and student services on a daily basis.

  13.  Physical Resources. The institution has adequate physical resources that support educational effectiveness. The instructional learning and information resources are adequate for the mission of its academic programs and the research activities of its faculty. The institution’s campus provides the institution’s constituencies with an enabling environment.

  14.  Integrity. The institution provides its constituencies, in print and electronic format, with accurate and up-to-date information about its licensure, the composition of governing body, the qualifications of its top administrators and faculty, the curricula of programs offered and their programmatic accreditational status, its policies and bylaws in regard to students, faculty, and staff, financial resources and student tuition rates and obligatory fees and student refund policies, its complaint and grievance procedures in regard to all constituencies, its observance of confidentiality, its commitment to the ethical values of impartiality, fairness, nondicrimination, respect for civic values, protection of the freedom of expression, its mechanism (s) to investigate any breach of the above ethical values and practices
